Customs clearance of foreign-going vessels around the clock to meet priority
Order of 10 March 2015 № 308 The Ministry of Finance approved the procedure for the implementation of customs formalities on sea and river transport.
The document stipulates that the customs checkpoints in marine, river and ferry cooperate with regulatory authorities and coordinate their work in the areas of customs control.
Control of foreign-going vessels as they move through the customs border of Ukraine is carried out by a special commission.
Anchorage foreign-going vessels, embarkation and disembarkation of passengers is determined by the Port Authority in consultation with customs and border protection body. Change berth conducted with the knowledge of the customs and border protection authority, except in cases of accident or force majeure. At the same time the port administration shall immediately notify the customs.
The Port Authority does not allow the master of the ship of foreign navigation out of the port waters without mark on the general customs declaration.
Vessels engaged in cabotage, under customs control at all times cabotage. Customs formalities in respect of coastal shipping vessel, which is flying the State Flag of Ukraine, ending after completion of their cabotage and the absence of it the goods and vehicles under customs control, and / or areas of the vessel or other specially equipped places with cash on customs security .
Customs formalities for foreign-going vessels and goods transported through the customs border of Ukraine, carried out by customs at the berths in harbors or anchorage in the roads. Customs control in harbors or anchorages in the raid carried out in coordination with the border guard authority.
Customs formalities in respect of the ship, coming into the customs territory of Ukraine or retiring beyond shall be carried out on board the vessel. Sightseeing boat representatives of regulatory authorities carried out in agreement with the authority of the state border protection and customs.
Customs formalities for foreign-going vessels under foreign flagommogut carried documents provided their permanent residence under customs control in the customs control zones in the territories of sea and river ports and in port areas open to international traffic.
Customs formalities for of goods transported by members of crews of foreign navigation can be done directly on board such vessels or other places determined by the Port Authority in consultation with the customs in the area of activity which is the port.
